Canada is NOT a very good place to start a business in unless you are part of a financially strong well connected group.
The federal/provincial/municipal governments are probably the biggest and most reliable consumers of products and services that you can provide. You need strong network to get a break here. Corruption is big. Expect to pay 10% in bribes.
Private businesses are the next largest group of consumers. You have to be very careful. They can destroy you by delaying payments. They regularly do that. The laws in this country favor the debtor over the creditor. Lawyers are VERY expensive. You can do virtually nothing if a business refuses to pay you.
Retail consumers are the other major group. The Internet has made selling to this group a viable option. This is typically a low risk , low volume business. You can demand payment upfront before shipping the merchandise. The only problem here is fraud which is low.
The positive point about doing business in Canada is the assistance which is provided to small business by the government. Upto 250000 CAD in guaranteed loans is available. The taxation of business profit is low at around 18% in Ontario. There is a huge pool of immigrant talent available at low salaries.
