It is true that you may be refused a TN visa once you have applied for a GC. In fact this is generally true for any non-dual intent US visa, eg. F-1, B2 etc. and the TN visa/status falls under this...

Essentially, once you leave the country after applying for your GC your GC application is abandoned... especially if you have been out for a while. So this won't be an issue. This of course applies mainly to employment based GCs and I am not sure what it would be for family/parent/sibling sponsorship types.
This would be most valid if you have a 'live' application in progress in the US and then you come to Canada and apply for a TN or F-1 or whatever..
