my wife is getting a teching assignment in USA. it is on J-1 ( Exchange visitor) visa for a duration of 3 year. Is it possible for her to apply for Green card durung this period???

You will have to first do a CoS somehow and then file an AoS.
Or apply for CP (faster anyway).

AOS - Adjustment of status - to be done when you are In US
COS- Change of status - To change from one immigration status to another when in US
CP - Consulate processing when you want the paper processing to be in the US consulate of your country and not within US Dept of state

I think, you have to change the status to apply for GC.
