I plan to purchase CAA membership, need to decide which one of these two Basic or Plus?, major difference is

Basic - Towing 10km (Includes alternative tow back to contractor's base or a repair facility en route) - what does this mean? If my car breaks down in Niagara and my car garage is in Toronto, will they not Tow?
Price - $63.60

Plus - Towing 200km, Price - $98.58
