Not only in Canada, nowhere else it would be treated as an emergency. It happen to one of my friend he had MI ( Heart Attack) every one would consider it an emergency but he was not allowed to jump the line as well.

What if I told you the fact that the doctor was fully aware of? After months of unemployment, this friend of mine - an engineer from UK (not purely an Indian graduate) had got a job as driver of school bus in the York Region and he had to, all of a sudden, cancel his trip to pick up the students and order another bus!

And because of delay in treatment, he lost his newly aquired job!

What if it had happened while he was driving the children back home?

Your post is not very descriptive, but what I understand that your friend had a chronic condition and was not treated properly. And because of this at one point of time it became an emergency for him.. Yes it would be considered as an emergency if all of a sudden your friend becomes incapable to perform his routine work.
