This advice is needed for my brother's situation.
He studied in the US. He got his H-1B 4 years ago and studied on a part-time basis in the US. Recently he got his PR card and he filed nil tax return in the past based on taxation advice. However it was brought to his attention recently that Canadian worldwide income is taxable if you are a landed immigrant. Is this true? Then can he still file amended returns? He has been filing taxes in the US regularly. Does this allow him to file for foreign credit tax in Canada? For residence purposes he has been mostly in the US and visited couple of times.

If he is a canadian Landed PR and lives in canada , he has to pay taxes on his world income to canada . He can take the US taxes as a foreign credit on his canadian taxes

If you are having PR card but in reality you have only visited Canada. You have not maintained any ties with Canada through
employment
bank account
properties
source of other income
spouse and children residence in canada
you will be treated as non resident.
Non residnet does not have to file income tax return in Canada till they have any income from Canada
If part time resident then they have to file world wide incoem tax return and claim foreign tax credits.
