LMO or 'Labour Market Opinion' is required by a Canadian employer when he is hiring a foreign worker in his company. The employer has to apply to to the local HRSDC or Service Canada, as it is known now. Depending on the position being offered and field of profession, the employer has to satisfy HRSDC that all attempts were made to hire a Canadian citizen or permanent resident to the position being offered to the foreign worker but the employer has not been able to find a suitable candidate. Based on the supporting documents, HRSDC will either issue a positive LMO or reject the application for LMO. Incase positive LMO is issued, the foreign worker applies to overseas visa post for a work permit, attaching a copy of LMO issued by HRSDC.
