It is Lalu/Paswan/Madmohan/CPM/CPI/Mulyam axis of evil which has thwarted sincere efforts by these agencies.
Indian people are most insensitive and dehumanized lot. There are numerous encounters on Kashmir border and our soldiers have shed their precious blood. But soulless dehumanized Indian people do not give damn. In any other civilized part of the world , Government of the day would have paid the political price. In India, no reaction.
USA still remembers 9/11 and citizen vows by those memories and have ensured that such an incident never gets repeated. Indian press and public has turned 26/11 in Tamasha. When 26/11 was one day o;d, Kangress got reelected in Delhi! I am not taking side of any political party but my point is that in any civilized country, voters would have made ruling party pay the price. Dehumnized Indian rewarded Kangress!
