If I apply for Canadian PP on Dec 11 (Fri), do I have a real chance of catching a flight on Dec 19 (Sat) or am I going too fast and better play it safe and book ticket for December end?

It is a catch 22 situation.
Try and book and obtain an E-Ticket NOW for the day that you want to travel. Print it and make a few copies. A few travel agents will book you tentatively.
Get your Passport Application to the Canadian Passport Office now. Also enclose the e-ticket along with the application and they will give you one, well in advance of your journey and you can pick it up personally.
I have done it in a day.(With in the same day) Those days the things were lot harder and stricter too. Currently it is a breeze.

Thanks for your reply. You said apply for PP now, which I can't unless I have citizenship. Let's say even if I get the PP in 3 days, can I get visa to India in one day?
Also can you suggest a good travel agent if you know?

YES. There is a service provided by the IHC On Bloor St. and they are good. Visa to India, the very next day service is available. You drop and you pick it up. They might ask you for a letter why so? "Give some emergency" as the reason. Ask some one to e-mail from India and print it out. Otherwise, at the VFS? now, it takes seven full working days. ( and then add two days, if it is one week end, to it.)
