Typically, it takes about 3 years (at least that's what it used to be) of clean driving for insurance companies to turn around and consider you less harshly after an incident like this. One of my neighbor had to pay $10000 a year for one car after he was cited for driving with an expired license.

Facility is only the last resort. Now you are considered Highly Unreliable.
In Ontario: The Uninsured Vehicles (UV) Project
The Uninsured Vehicles (UV) Project is a joint program between the Ontario government’s Ministry of Transportation (MTO) and the insurance industry. The project is aimed at reducing fraud, improving road safety and contributing to fair insurance rates by reducing the number of uninsured vehicles on Ontario’s roads. When this project is rolled out it will provide MTO with an additional electronic tool for enforcing the Compulsory Automobile Insurance Act.

serving the following provinces and territories:
Alberta, New Brunswick, Newfoundland & Labrador, Northwest Territories, Nova Scotia, Nunavut, Ontario, Prince Edward Island, Yukon
Every insurer licensed to write automobile liability insurance in any jurisdiction Facility Association serves is required to become a member and remain a member of the Association. All members of the Facility Association must abide by the Plan of Operation.
