2. Since the lady was accompanying Canadian citizen husband , who was employed abroad , her time abroad will be counted towards the PR time period in Canada. She is eligible to enter Canada as of today.

You mean her husband will have to apply for citizenship then she will be able to come to Canada. She got divorced she cant do that. My question to you can she apply herself or not ?

No you got me wrong, i meant for youngest child citizenship is to be applied preferrably signed by husband who is canadian citizen. that deals with one issue

For lady's citizenship, since now you told that she never lived in Canada and got no PR my point 2 is not valid for her, she need to apply for PR as any other immigrant. OR she can wait for some time in US, when her eldest will be 18+ , he/she can sponsor her as dependent.

To apply for PR check on skilled category as dimple suggested .
