Your first link is Amazon.com which is American site, in the second link also seller is in USA!

Just like what we all get in Canada, a link to a U.S.Website, I also get the same when I Google or ask my search engine to find "Idli Stand" or Hawkins cookers.
Hence I left the O.P. to do the local search and see if there be a Canadian link to AMAZON or E_BAY in Canada, which might give local shipping charges to O.P.

Some of the web shoppers do get FREE shipping for items over $25 in the U.S.A.
It will be worth checking for that feature in Canada too.

So, shop wisely and read all of the details before jumping in to buy the item.
