Hi CD's,
One of my business partners in India was denied a Business visa to Canada.
A standard reason given that says 'insufficent ties to his home country'. It does not make sense as he is the CEO of a company with 90 employees. His goal was to explore business opportunities here in Canada.
1) is there a way for me to approach the consulate and find out why he was rejected?
2) Can i file a RTI(or FOIA) request on his behalf?

I was reading about a case of a student wanting to get into Canada on a Student Visa and he got a similar remark. A student, coming into Canada to study and settle down, does not merit a rejection letter like this. Why would he not have a dual intent.
I can only ask you to provide the V.O. with a lot more clarity the next time around and try to get in, after a month or so. But provide a little more details about his post and if the time duration of his stay with a tentative departure date to them with an itinerary, will surely help.
Also provide them with a covering letter mentioning about the family and if there be any affinity to any group such as LIONS or KIWANIs or any Professional Affinity etc., will add weight to the application.
If you fight it through the legal channels, you will surely win. The cost, a few thousand bucks and the delay, after a couple of years.Then will get entry into Canada. I feel you will get a lot quicker entry when you take a few precautions at the time of applying. That will avoid the disappointment that you are now experiencing with this rejection.
Take it easy. You will get a better V.O. the next time.

Yes, a knowledgeable immigration consultant can pull the old file and review it for refusal reasons. Then make a new, better application. I can recommend a consultant if you like.
