Hi CD's,
One of my business partners in India was denied a Business visa to Canada.
A standard reason given that says 'insufficent ties to his home country'. It does not make sense as he is the CEO of a company with 90 employees. His goal was to explore business opportunities here in Canada.
1) is there a way for me to approach the consulate and find out why he was rejected?
2) Can i file a RTI(or FOIA) request on his behalf?

Yes, a knowledgeable immigration consultant can pull the old file and review it for refusal reasons. Then make a new, better application. I can recommend a consultant if you like.
