OCI and PIO is Indian Govt.'s cash cows, and free money. They won't abandon it for anything else in the world, leave aside Visa on Arrival.

Here the question is NOT comparing risk between entry into visa free country vs visa country.
More specifically, it is the comparison of risk between visiting India without taking visa in Canada before leaving vs going to India and trying to get a visa/entry there.
As Hiren said, the scenario would be scary if things go bad there after landing in India.

Assuming that India offers visa free entry to citizens of various upper class countries, incl. Canada, the risk of a Desi holding a Canadian passport being denied entry into India will be far less than being denied entry to HK, Malaysia, Singapore and the like.
India visa officers are harmless people and if you give them a shout, they will let you in. However if you try the same with Singapore officials or HK officials, they would put you in jail.
