In principle, what you state might be correct. However, policies are made by governmental branches, (not by a person's likings of dances and culture) which work to ensure checks and balances.
Visa policies and visa waiver agreements are made based on reciprocity agreements (works for visa waivers/electronic visas/etc) or what a country can require and get away based on their economic and security standing in the world (example - Mexicans need a visa to enter Canada, while Canadians -both PR and citizens - can enter Mexico without visa requirement).
If India and Canada are willing to agree on visa free travel (I seriously doubt it) or easing visa requirements, then what you are looking for might happen.
China and the US recently agreed to "ease" visa regulations. What it meant was that the US citizens can now obtain 10 year multiple entry to China from the previous 1 year multiple entry. On the other hand, Canadians are issued 6 month 2 entry visas to China for business visits.

If you are living in Canada(PR or Citizen) & ready to sign paper of taking full Responsibilities of your parents-then what Canadian Govt will lose if parents arrive in Canada without harassment of getting "Canadian Visa" from India ?
I am not talking about other relatives-but if Canadian Govt really Care About NON-WHITE Canadians then they should at-least give this privilege to elderly people - save them from harassment/trouble of getting Visa's etc.
Canadian Govt easily giving same privilege to Korea/Japan/Europe etc

Primary question for Canadian government is that will this person return back to their home country after their stay or not once visa is granted. Probably statistics are not favoring visitors from India, that is why a visa is required in the first place.

That's why I mentioned if an Indian living in Canada(PR or Citizen) ready to sign papers of taking full responsibility which incl Guarantee of return back to India if necessary.
It's not a civilized thing to penalize everyone just because few didn't return back home in past.

With the current election cycle over, Trudeau's penchant for jhatka-matka Bollywood dance numbers will cease for a while.
Regarding immigration here's my prediction,
Refugees -- Good times
Family Reunions -- similar to Conservatives or maybe slightly better
Professional Immigration -- Worse, at best similar to Conservatives
Business Immigration -- Not sure how they will deal with it
Assuming he wins the re-election as well, thus with eight plus years of governance, expect some good times initially.
Trudeau will throw freebies and gifts at --- refugees (mainly from Latin America and Middle-east), federal employees, single-mothers, welfare recipients, healthcare workers, govt. pensions etc.
Initially, this will look comfortable for all, especially the middle-class white collar workers who voted in droves for him. Once the party is over, the banker will come and collect -- and you will be asked to pay the piper. Still in doubt? Just have a peek at Ontario's numbers (a basket case in the making).
So how will Indians benefit? Very little. Indian are net contributors to the economy, while being disproportionately under-represented in govt employment. Politicians always give with one hand and take back much more with the other. So, you will get some tax-breaks but will, on the balance, pay more elsewhere.
Indians will lose big time from medium to long term. So will young and middle-aged working Canadians to a lesser extent.
The only saving grace so far is that Trudeau is dilly-dallying on TPP, for which Harper was being used as a puppet by his crony-capitalist friends.
If you feel Indian parents are getting harassed over visitor visa, you should write to appropriate authorities with all the documentation you have, which would prove the harassment.
