Your question and your daughter's intentions are very clear and you are seeking advice in obtaing a Citizenship papers and a Canadian Passport for the Baby, your Grand Daughter.

It is a Courtecy to write and inform the Canadian High Commission there in New Delhi, India., about the birth of a baby there in India to a Canadian Parent and file it there in their records for future references. Provide them most or all of the details and by Registered Post with AD., all of this in a letter form.

I just want to throw a word of caution, just as an individual and to you as a Grand Parent, that the child that is born there is currently living there in India and has a few inherent legal rights there that might get washed out if she acquires a Canadian Citizenship. One such right is the possession of Agricultural Land or loss of her ability to acquire one such acreage as an Indian Citizen, if she goes for a Canadian Passport. There might be a few more, such as voting or adult franchise or standing in there for a Government Post or in an election. All of these and many other rights are lost to her just by applying for the Citizenship of Canada.

Also, when your Grand Daughter attains the age of 18, she can exercise her rights to Canadian Citizenship, all by herself, when she reaches her age of Majority and if need be do all of the traveling etc., on an Indian Passport until such time, just for the reason that Canada does recognize DUAL or MULTIPLE CITIZENSHIP and where as the Indian Government will take away the Indian Citizenship for ever,and the rights associated with that, immediately upon applying for a Canadian Citizenship.

Since time is of no restraint, you can also obtain the PIO or the OCI Card by applying for the same, if you want to go for the Canadian Citizenship and a Passport. In any case please obtain an Indian Passport FIRST just to establish that she is an Indian Citizen. Rules and regulations do change and if it does, she can always establish the fact that she is an Indian First and the other one was applied for and acquired, because her Parents were Canadian by naturalization. (I do not know your Daugher's Birth Place.)
