Recently CHC Delhi on its official website changed its expected processign time to 58 months from 48 months. Can you please advise how does it is actually going to affect the current normal time for regular cases of 2003 and later. Or is it for terminal cases only.

The processing time mentioned on the website is the worse case scenario. We have seen many of our clients being granted their visas in 24 months recently. I don't know the reason. May be it's the way we present the applications? Who knows ... [it would be nice!]
Anyway, the 58 months estimate SHOULD apply to new cases. Applicants who applied and have a document [official or website] estimating a processing time of 48 months, MAY have a strong case in Federal Court if their applications are running over the estimated time line.
We wait and watch and, of course as diligent lawyers, prepare for battle yet again against CIC.
It is times like these that highlight the difference between immigration lawyers and consultants [who cannot appear in Federal Court]

I tend to disagree with Masood my guess is any delay in reported processing time would affect all applications currently pending. It is true that this is the worst case scenario but your average processing time will increase . Lets say best case is 24 months and worst was 48 months then you should expect a descision at a mean time of 36 months. I f they increase worst case to 58 then it would be around 41 months now. ALso my advice would be never look into best case scenario always count on worst case scenario. If you are lucky lets say less than 25% then you probably get approval before average time if you are unlucky lets say last 25% then you should see approval after 41 months no matter if you file today or 2 years back. Sorry I dont mean to disappoint you I am just showing you the true picture...

Interesting point is if as on June 15, the time was 42 months, how can it change to 58 months in a short span of time for all applications.
Isn't it intentional, first the point system was increased to 75, bulk of applications rejected, Fearing refund of money and burden on federal funds, dropped to 67 with a opportunity to applicant to accept or refuse. Most of them accepted thinking it is worth to wait for 42 months, as soon as that option expired increased to 58 months. Applicant has no choice if refuses, he or she looses money, if accept then wait endlessly, may be after a year it will be 100 months.
