Food Franchise won't work here as they would have a high fixed cost and low manpower to capital ratio.
The same goes for motel and property businesses also .... low manpower generated to capital ratio.
Looking for something where investment stuck is less and manpower generation high .. for eg cleaning service ...... Yes franchise for Molly Maids may count in .

Thanks for your input but I am slightly cautious against going the RC (Regional Center) route under which multiple investors syndicate their money with a single entity (RC) who utilizes them towards some infrastructure development (hospital / hotel) and charge $40K on top of the investment as consulting / managing fee.
Risks are :
There are dime a dozen RCs sprouted and a lot of scams .
You are handing over your capital to some one else and have no control over its usage .
Forget the interest , there's no guarantee of when you will get your principal back ( could be 5 years , could be more)
However since the above Project is known to you and is largely property investment related , can you please share how the employee generation is planned ...
Also did you mean area of high ' employment or unemployment ' ... in which cases there's a difference of .5 mil
