How about using the snowbird route?
You say that you are going to the US as a snow bird to escape the horrible Canadian winter or is the snow bird route reserved for people above 60 years only and with a CPP pension?
Anyways, the OP already said that her children were having Asthma attacks in winter.
Also I read that no one in the US or Canada is asked for proof of legal stay to study till grade 12 (USed by Refugees in Canada and Refugee's and mexicans in the US). Hence surprised to see that, if you have no status in USA, you have to pay state mandated school fees.

Just curious, with high property appreciation in Canada, there should be many CD's having net worth of more than 500K USD. This can be a better route to be an US Citizen.

Rather than the $$, the dissuading factor is usually the risk that is inherent in the process. For the amount of money invested, one has to undergo the usual intense scrutiny of the application process. For some reason, I am assuming that the USCIS would be looking for a strong business case that would convince the applicant would meet the investor criteria.
Once the application is approved, one receives a green card. The applicant still has to fulfill the conditions of the investor category, while as a permanent resident. And, then, one has to wait 5 years (many caveats and conditions exist) as a GC holder before becoming eligible to apply for USC.

It is not a $500k over the counter GC. That would have been a safer and easier bet ...
Besides providing a trail of the $$$ , the biggest challenge is to be able to start a business and raise 10 employees in 2 years safeguarding your initial investment as well...
Plus $500K is for high unemployment area , in regular areas it is $1M. There must be a reason why that area is high un employing.
And then to have the kind of business which can generate employees , be less risky and capital intensive and find the right State and area needs quite a bit of an effort.

It is not that simple HW36.
For the EB5 route .
a. The money has to be own and a trail provided ( you cannot borrow the money and it should be after taxes paid and no laundering)
b. This money should be brought to the US as a new business and available for an investment.
c. You must have a clear cut business plan with a project feasibility study to show how and when the money will be invested.
d. If based on the above your Application is approved , you & your family will get a conditional GC immediately for 2 years.
e. With in those 2 years , you should be successful in generating 10 FT employees through the business.
f. Your investment should be @ risk and invested in the business - you cannot invest $200K ,(keep $300K in bank deposit) create 10 employees and claim fulfillment ........ Your whole investment should be at risk.
g. Once the above conditions are fulfilled , your case is reviewed after 2 years and if all is good , conditions on your GC are removed.
I don't know what kind of a motel / B&B one can buy in $500K ( in a low employment area) , run it profitably and create 10 salaried employees in the course ... You cannot borrow extra capital. Please share ideas and we can discuss them .
