On my way to Canada, i am likely to change flight at London.
Somebody told me that I have to take UK visa even if I am changing flight only.
Is it true?

Yes , It is required but you should be okay if you have your PR card with you

Here's an extract from the British Airways website on transit visa requirements for UK.
"If you are an Indian passport holder and have a confirmed onward booking within 24 hours of arrival in the UK, you do not need transit visa if you have:
a) A valid US visa (including a US Immigrant Visa or form 155) and are travelling to/from the US.
b) A Canadian visa and are travelling to/from the Canada.
c) A Permanent US Visa ('Green Card') issued after 21 April 1998 with a digital photo.
d) A Canadian Permanent Residence Card issued after 28 June 2002 with a digital photo.
e) A valid Category D visa for entry to any EEA State.
f) A valid Category D visa issued by another EU/EEA member state (Shengen Visa).
g) A valid common format EU residence permit (red stickers on passports or ID cards).
h) A diplomatic or service passport issued by the Government of India."

Based on that since you have a Canadian visa you're exempted. However, since these rules keep changing it might be a good idea to call up British Airways (not the travel agent ) and find out about the latest visa position.

I am actually travelling to Canada for the 1st time so don't have a PR card yet. I guess I won't require the UK visa but as Daks said I will check up latest info.

My parents flew through London on way to Ottawa. They did not require a transit visa for UK. That rule is gone if you have onward ticket.
