... companies looking for soundbites from India will hear the keyword Shanghai...and voila! they get to know abt Shanghai. 
India has a host of CMM 5 certified companies...but what India lacks (even after 13 years of reforms) that China has aggressively marketed to attract invesment is infrastructure refforms. There was an article in Indian Express the other day, where Software companies in Bangalore were complaining to RAHUL GANDHI (of all ppl) abt the poor infrastructure in Bangalore. Of 'cos, there are states in India (and a few cities also) that have tried faithfully to overcome this problem. Chennai being one such example.
