Hi,
I will be arriving in Toronto from India, during the 1st week of March. I have planned to stay there for about 5-6 weeks until I receive the PR and complete all other formalities.
After this i will get back to my job in India...and plan my permanent move for a later date.

I have a friend in Detriot and he has asked me to visit him when I am there.
I believe Detriot is < 500km from Toronto.

So...my questions to you are:
1) Is it possible for me to travel to Detriot for a 2 day visit after landing in Toronto?
2) What are the formalities that I have to go thru?
3) Do I have to receive the PR card first?
4) Do I need a visa to go to Detroit?

:-)
Mickey

Yes, if you have a US tourist visa, which is the B-1/B-2 visa.

None, if you already have a visa.
You will have to go past US customs and immigration of course.
You can either drive or fly.

3) Do I have to receive the PR card first?
If you plan to drive, then no.
If you want to fly, or use any other commercial carrier like train or bus, then yes, you will need the PR Card.

A US visa, yes.
If you don't have it yet, it may be better for you to apply in India, rather than applying for a US visa here in Toronto.
If you apply for a US Visa within a few days of landing, they may believe that you landed in Canada only to go to the US and may refuse the visa.
It will be better if you get the visa while in India.
