Here's my little story. I came to US in 2002 on H1B but due to various reasons & different Job transfers I finally applied for Green card ( EB3 Category - Indian National) in 2007. Ever since the dates for EB3 moved like a slow tortoise ( only weeks a year ). When i applied in 2007 the EB3 (for indian, China ) was processing January 2002. I got my canadian PR September 2007 but decided not to move & wanted to take a chance to see if EB3 will Move. So I decided to stay max 3 years out of 5 & stayed back in US untill August 2010 & the EB3 moved ONLY 6 months from Jan 2002 to June 2002. I had enough and packed everything moved in 2010 to canada luckily with a job offer in hand even before i moved here. Almost 4 years later now & i when i checked the visa bulletin in Dimple's post i am almost speechless as EB3 only moved only 1 more year in last 4 years. My Canadian citizenship is currently in process and I am NOT looking forward to move to US even if they make EB3 current.
EB3 India has been moving approximately 1 week per month and has been so for a while. Cross-chargeability to ROW (rest of the world) will save all that trouble unless that retrogresses as well.

In the past I've witnessed sudden shift in the priority dates (I believe in 99ish...). If the economy goes that fast, perhaps you could witness such leaps...

Based on my case, I can only apply I-485 once my I-140 get approved and my priority date becomes current? Is it correct.
If answer is yes on above question, then I have to wait almost 20 years to file I-485 on current priority date movement under EB3 with Indian Born.
How can then Cross chargebility comes effects my case?
