what are my options-Baggage lost

My parents came down a couple days ago for the first time in canada.

I had gotten them a direct flight from delhi to toronto so they would not have a problem of changing the flight or anything and it would be easy on them.
I had gotten a wheel chair for my mom coz of her health which turned out to be pretty helpful.

Now the problem started when they boarded the flight at 11 pm and the flight was scheduled to take off at 11-30, but it did not take of until 2-30 and to top it off they made a stop in montreal to refuel and other maintenance coz they said it was in air for longer than it should be. They got to toronto at 10-50 instead of the 5-30 in the morning and to further add to their problems two of their bags got lost and seems like they found one which is to be delivered today and they have no idea where they have the second bag.

My mom's legs were swollen from the long flight and you know it is hard when you are a little old. she said the people incharge onboard where pretty nice and she did not have much problems. The overall service on the aircraft was pretty good according to her. what i would like to know though is what are my options interms of if the one bag that is lost is not found. the things in the bags are irreplaceable coz most of the stuff that is in the bag is not available here and besides out of the two bags that were lost one of them contains her medication so she is been having problems since she landed.

They have allowed an allowance of a 100 US dollars each for toiletries and clothes which I did buy for them and will be sending in the receipt in a day or two.
I wanna know what are my options as to the entire situation. any and all inputs are welcome so please give me some tips.

As per rules you are entitled to get US$ 20 / kg subject to max. of 32 kgs / bag, even if the bag actually contained more than 32 kgs, unless if you paid excess baggage. It takes a while and running around to get the compensation.

One of my friend had faced a similar situation. It took some time and pestering from his end but finally he was able to get the compensation from the airline company @ $20 / pound. I know its frustrating but keep your cool and keep following up.

That would be US$1400 / bag.

AFAIK, it's US$20 / Kg not per lb. That's the compensation I got when Air India lost my bag. But it took a good 3-4 months and a lot of running around (not to forget the frustration), before they gave me the check.
