I came to Canada on the spousal work permit based on the work permit of my ex-husband. In 2008 we (me and my ex husband) applied for Canadian immigration, I was the primary applicant in the application and got the immigration on june 11, 2009.
We got divorced in 2010 and he got married right away and brought his new wife to Canada.
Now, I have also found a partner so the question is can I apply for sponsorship of my new husband right away as my ex husband is already married? Or do I have to wait as the three year is not yet passed from the day of getting PR.?

The short answer is ... you can sponsor your husband and do not have to wait.
But things get little more complicated (mostly financial in nature) if you or your new partner having dependent children.
Thank you for your answer. No we don't have any dependent children. But what is the average time it takes to process these kinds of application?
If your partner is living Outside Canada: The first stage takes around 2 months and second stage depends upon the country where he is living. If he is in India, it takes around 6 months. So total is 8 months.
If your partner is living in Canada: The first stage takes around 9 months and second stage takes around 9 months. Total is 18 months.
