Hi all:
I had applied for PR to independent skilled category PR application which was returned without processing. I was advised my CIC-New Delhi to apply in family class since my husband was a Canadian citizen. (Had to apply independently as my husband breached his sponsorship while he sponsored his parents 15year ago and his parents had to take a social assistance during sponsorship period.)
I am confused if my husband had problem they would have advised me, instead they are asking my husband to sponsor. I have provided his passport no, social security number, employment and citizenship card. I wonder if they checked his pervious sponsorship

Retuned without process o 6th April 2005

Plan to apply for Visitor Visa, Will CIC approve my visitor visa with above situation?

Your best bet would be to consult a legal counsel.

My 2 cents - As far as i know the Financial factor doesnt apply when one is sponsering his/her spouse.
