budget or hertz are good options

if you have gold elite visa credit card from TD canadatrust then you ll get free collision insurance and 10% off the prices at budget car rental ( $35.99/day or $199.99/wk )

if you have AAA card from USA you ll get 10% off at hertz worldwide( refer to the clubcode ) but then you have to buy insurance for the car.
rates are almost same as budget.

Try looking in your yellow pages for smaller rental companies around you. Unlike big companies, they are able to customize a deal to suit your needs better.

Generally companies like Hertz will only rent newer cars whereas some of the smaller ones rent older cars and hence can give you a much better deal.

Good luck.
