Now this one's biased for sure.
Sao Paulo? Yes, I have to agree. The Paulistanas are a very cordial bunch.
New York???? Get outtaa here! I've seen some nice New Yorkers, but hey, the rude ones are REALLY rude.
Plus, the criteria they were testing on isn't fair. Some of the stuff below are things that we just don't do in India (at least not yet, it may be changing due to all the western exposure now). On the contrary, in western countries, its embedded into everybody's psyche.

The survey used three tests to take stock of the politeness factor -- dropping papers in a busy street to see if anyone would help, checking how often shop assistants said "thank you", and counting how often someone held a door open.

Are you there?

E.g., Its just not common practice in India to hold the door open for anyone. People aren't being rude when they don;'t, it just does not happen because its not how it works. People would probably think of you the doorman if you did.

No, but as BL pointed out earlier, what does that prove when you are basing the results on the actions and behaviours of two completely different cultures...you can't compare Eastern culture to Western culture and say one is better at something that the other pertaining to culture...it's just not fair.
