My docs. have been returned asking for a PCC from Nigeria , which is almost immpossible to obtain if you are not there , the high Commission in delhi is of no help.

Do everything required to obtain the PCC and document it. If you haven't had much success after trying your best, provide proof of your efforts to the embassy. They will understand and waive that requirement.
