Chances of "goras" doing this (and that too en masse) are very slim. The reason (and I know I'm going to get killed for this) is that compared to "a lot of desis", goras tend to have a better sense of decorum. So yes, in a manner of speaking this is about skin color.
The acts of a few once again blemish the reputation of many.
