My thoughts are very independent and while I am searching for a program, I am only coming across Adult Orientated Programs and having attended a few of the Toast masters, Optimists Club and Inspirational speakers' sessions, I am of the opinion that anyone who wants to take up Public Speaking should Read Well and Generate a good Vocabulary and Must have a few Social Skills to excell in all of these fields to generate and have wit, humour and ability to voice his/her opinion skillfully and with conviction. That will be a great start. So, I will first go for the knowledge base and you as a Parent should go out of your way and encourage such activities that will bring about all of these qualities in him/her.
The nearest location for such materials is the Local Library.
For a youngster, I would encourage to attend and see if that person likes the following :
DRAMA, ARTS and PUBLIC SPEAKING.

You don't have to join any group, but if they have an open house get
to know what it is that they teach you. (KUMON) Some are expensive and if it is not an hindrance, then surely patronize them too.
