One of the required PCCs for us was from Oman, where we had lived for around 10 years but that was 20 years back! To further complicate matters the passport which had the Oman residence visa had been surrendered to the Indian authorities upon us taking up Australian citizenship. We did not keep a photocopy - big mistake.

However, the Royal Oman Police has their own instructions for getting a PCC at:

We followed the ROP instructions (by the way it is *not* a Good Conduct certificate as stated on CIC web page but a Police Clearance Certificate, the GCC is only given to Omani nationals and not for immigration purposes) and got the PCC.
It did involve sending extensive documentation including fingerprinting certified by Australian police, several phone calls, FEDEX reverse pick up... I would say in excess of A$500.
I hope the above could be of some use to anyone needing an Omani PCC for Canadian immigration. This is payback for all the tips and hints I read about on this forum. Thanks guys.
