My brother is applying for PR- independent category. In order to quality for 5 points for Family relationship in Canada, what documents will he need to submit. Also, are these documents required to be notarised here from Canada.

I was not able to find any information on CIC website.

Ya, those documents need to be signed by a Notary Public. That was the rule 5 years ago and I presume the rule hasn't changed. You may want to contact the Citizenship and Immigration Canada, their phone number is available on their website. Try phoning them on weekday afternoons and you will reach them faster. Good Luck.
