The code in the ROE is just one of the "qualifications" for receiving the EI.
For example there is a code for the layoff (short of work or something similar) - if this is checked, then you are eligible for the EI (provided the criteria of no. of hours worked is met).
If the code for the "employee has left the job (voluntarily)" category is checked, then most likely you will not get the EI.

Generally EI is available only to individuals who have lost their jobs due to no fault of their own. The code on the ROE indicates the nature of termination. But even if the ROE says that he was terminated with cause he may get EI based on the judgement of the case officer. Even if he doesn't get it when he applies ask him to APPEAL. When he appeals the EI officer will call the former employer and the applicant for a meeting. What happens is that 99% of time the employer doesn't turn up. In that case the judgement will be in his favor and he'll get EI.

but soundz like it will take him months b4 he gets the EI

he got his ROE today..and it says the reason is (M) Dismisal.
now at shud he do? will he be qualify?

Simply apply - he will know for sure what happens after that. There is no loss in applying.

Apply and APPEAL! He will get rejected first time. It will probably take a couple of months. If he really has no money ask hm to go for Ontario Works.(welfare) They will tide him over (about 500 bucks a month) until the case gets settled.
