Can any one tell me How much time LONDON immigration office of CIC take to process the application under under skilled worker category?

Are there any immigration agencies who can help to get the speedy process of my application with CIC London?

I applied in April ' 03,when I was scoring 71 points against 75. Now it is 67. Do I have to still give interview. I understand immigration officer has 10 points to his/her discretion and it is given based upon financial status / documentary evidence of funds. Is it correct?

Also which place is better to settle Vancouver or Alberta?
I think Ontario is too much congested? I do not know much about Nova Scotia etc.
Please advise?
