As far as I know, there is no official/formal way of carrying credit over the border (either way).
Canadians moving to the US have to establish new credit and vice versa.

However, in some cases, if you stay with the same bank on both sides of the border (for example, American Express, etc.) they *may* relax the rules a little on a case-by-case basis.

When I moved from US to Canada, I had called American Express and they told me that both the companies are separate but AmEx Canada may show some consideration when applying for a credit card or loan based on US credit history.

Also, when I was applying for a new mortgage with ScotiaBank a few years ago, after a lot of haggling, they had agreed to accept my US credit history.

However, I have heard that the other way round is much more difficult i.e. US creditors don't give a hoot about Canadian credit rating.

Notwithstanding any of this, creditors on the either side of the border will readily "sell" debt to collection agencies on the other side of the border as soon as they find out their debtor has jumped borders :)

What you have heard is exactly the opposite of the reality. Lenders are more than careful these days because of the skyrocketing foreclosure rates. This is in the U.S. national news almost everyday.
