No, like I said, I don't believe there is any rule preventing you from applying from Ottawa or anywhere else, despite the fact that you have spent 1095 days in Calgary.
I lived all my 3 years in Ontario and applied for citizenship after moving to Calgary this year

I would say give a residential address in Ontario and when u get ur call come to ottawa give ur test and return back .. then come back take the oath ...
this way u dont have to move from Alberta..
but make sure the person whos address u give checks for ur mail

Total time for the process is almost an yr. Call for the test starts coming after 8mths . In Alberta there can be more people and less immigration staff so its taking long time. I guess its the same with Quebec but out of no where Toronto and Ottawa the process time drop significantly.
