Your friend used an intermediary, an Immigration Consultant for a PR application.
Now he has a Job offer from a company in Canada. He worked for it and got it.
He succeeds in his work permit application to the Canadian Immigration and completes all of the formalities and goes through his medical and the scrutiny, he is now free to get in. He has already gone through this and succeeded. Thus far it is good.
Now, The Canadian Consulate in Britain wants his landing fees and his Passport for the processing, because that is where he applied. So that is where they want the process to go through. So he has to send it there. What seems to be the problem?.
He just couriers the same to them with the required fees, it is that simple. It might take four to six weeks OR more. That is the processing time.
Sending and receiving documents through Couriers has become the norm. So follow it. It is as safe and secure as the name behind it. You just have to take that risk. But you can make sure that you have a photocopy of all of the pages of the passport before sending. You now have most or all of the details in hand if any mishap occurs.
Most of the courier companies provide facilities to open a charge account with them, the big guys that is. Get a cardboard return envelope and fill out the 'way bill' for the return. In the way bill you give your account number for the return charges. Leave instructions with them to hold all the return mails for you to pick up. You have to sign and pay the return fees. So you know that you are the sole recipient of the mails. You got everything secure now.
This is only an entry, on work permit. He has to file another application or duplicate his first application that he filed through the intermediary. If he has the number for filing his first application, then, he is way ahead of the game. If he wants his PR card, then, he can contact the local office that he is affiliated with, and ask for directions when the immigration process is completed for the PR. If they say that he has to exit and re-enter, he has to complete the formalities.
If that is 'what Lola wants, then Lola gets it'. Otherwise....mmmm. you miss out on the num nums. That is called 'Hobsons Choice.'

Now tell your good friend to follow the rules that are set and be a 'common' ordinary citizen, just like any of us. But we are slowly moving up. That is a positive sign.
