Just goes on to show how Dumb people in Advanced countries can be!
What does he ever hope to acheive by this? Looks like we will be the laaughing stock of people after calling in the army to cleat the streets during the snow storm of 1999 in Toronto.
Regular users will know where these dummy points will be (except if he proposes to move then each and every day to a diff. location).
When the Americans pass one dummy post and realise that it is a dummy, they will start driving as before and not care about the next one.
