NRI Accounts for Non Indian Citizens

Hi,

I just wanted to find out - if non indian citizens (I am also not a canadian citizen) are able to open NRI accounts in India.

I see that Standard Chartered offer some good accounts for FCNR.

Are their any other requirements?
