I live here with a valid PR.We landed in 2005.
My husband has one too, but he has been out of the country since then(2005) except for a month this year.
So he has not maintained his PR obligation of being in the country for 3 yrs out of 5.He has no ties to the country.
He is now planning to come here.
Will he face any problems at the border-he plans to drive in from NY.

Start of next year, they will start scanning the Passports and PR Cards. At that time, it will provide them with complete details of arrival and departure dates etc., and then they will have an upper hand in determining if they want to let any individual in or send them back. So, I would advice everyone to watch out for the dead line and the start of the newer system that is coming into force.
Until such time, they will ask a few basic questions and let you in and then suffer, if you can never fulfil the required number of days, then you go and plead your case when the time comes or stay as a wop.
Hope this drops a flag in everyone's system and keep the eye balls open for all the late latifs.
