can a person waiting for PR from within Canada apply again with the new experience class, and if so how long does it take for approval

You can only have one application with CIC at a time. You will have to first withdraw the one from within Canada and if you have paid the fees, you will also loose it.
The time for processing at the outset seems to be two years plus. If the application is still in process, then, you are better off leaving the same in place till due process takes place. I do not see any rush in your trying to obtain PR, if you are profitably employed and doing well.
See if you can acquire skills listed below:
* improved language skills; ELT
* increased knowledge/experience of the Canadian work environment;
* increased job-finding skills;
* preparation for licensure exams; and
* the establishment of mentors, contacts and/or networks.
If you can demonstrate your skills and add a letter to your application after you obtain your file number, it will go a long way in getting settled here and the proof you submit will enhance your chances immensely.
There are new electronic systems have been put in place which has kept the reporting to a few and people in your group do not seem to be appearing here or at any of the websites to ask or report the status. Hence the materials available to me is none or very little, at best.
Also those who are progressing well in their job and applying from with in Canada do not have the need to ask for help, because of the e-application process which is very straight forward and will not get completed till all of the information required is filled in. That is the beauty of the e-application.
For New Experience class, you will need two years of Post graduate education here plus an year of Canadian Experience, which will be the minimum requirement and I am sure you also have that filled in your application.Your question indicates that you can fulfill the requirements. But it might not speed the process if you decide to abandon the first application. Hence it be left in the hands of CIC till completion.
Good Luck to you in your application and wish you all the success.
Hope this calms and settles your mind a little bit.
Freddie.
