It says that clearly on the form.
They will ask you to appear (which is usual anyway) and then you can explain what had happened.
It is highly unusual for work visas (H-1B, L-1B, etc.) to be rejected straightaway without a personal appearance.

I fail to understand how some one can "stroll" across the border...in Niagara it is clearly displayed that you are entering USA or Canada and you need to pay toll
