What is the meaning for Withdrawn for Canadian immigration

hi my name is kunal. We put our file in August, 2008 and our file opened in December, 2008. When we received our file no at that time we checked our online status in CIC website it is showing in PR Applicatio status “Withdrawn” and A decision has been made on your application. The office will contact you concerning this decision.
I don’t understand why it is showing withdrawn. Will you please guide me why it is showing like this?

I applied from dubai and submit in London

Well, best bet is to call London office directly. Another option is to call CIC Canada office.
