how much time does it take to process the papers these days? Are there any special preference for post graduates and graduate spouses?

I am from India, and there are several articles being publsihed in news paper that Canada is on the look out for post graduates and graduate spouses.
hence just wanted to know the total time frame it would take to complete all procedures.
I think if you apply through the skilled route (points based) then you get the points for posgraduate degree in education section and thats that.
From there onwards you are put in line with all other applicants, and according to my understanding it takes 3-4 years for the process to complete.
If you have a post graduate qualification and experience in shortage occupations then you can try for work permit or provincial nomination program.
I am not sure about the adverts you are referring to as I don't have the details.
