Hi,
Can anyone shed some light on how to apply for a Police Clearance Certificate for the US while living in another country? Also, is it necessary to apply for an FBI Clearance too? How long does it take to process.

Request them to send you an FBI fingerprinting card.
Usually you will get them within a week or so.
Take those to the nearest police station and tell them that you need fingerprints for immigration.
They charge a small fee ($10 or so) for the fingerprints.
Once you get them, mail the card to FBI and wait for the report.
