Hi, From city to city in India the procedure is different. I quote you Mumbai procedure (I know that only). In Mumbai at the passport office there is a special crime branch office (immigration) where you have to fill your form (no need of original passport...copy is to be attached), the PCC application form needs to be signed by a gazette officer (attested). The crime branch sends the request to your area police station for a character certificate and after approval from police the immigration/crime branch issues you a PCC.
If you have connections and Rs.1500 you can get it in 2 weeks.
Hope this helps.............I'm not sure if in Delhi or other cities one has to go to passport office or directly to the police station but you can inquire from your local police station (my logic says...the process will be similar to Mumbai).
