Salary: 75 to 95K based on experience

Summary of Duties:
Supervise staff within the ITS Project Management & Systems Services unit including the hiring of staff, daily assignment of tasks, review of performance and disciplinary action as required;
Manage the identification, specification, and design requirements for business applications;
Develop selection criteria for vendor applications, evaluate, and determine customization of vendor applications;
Supervise the development of business applications from specification to production;
Analyze, develop and document business processes related to manual and automated procedures;
Responsible for application software assistance and problem resolution by allocating or scheduling resources, monitoring the effectiveness of the assistance and notification of termination of the assistance;
Perform appropriate quality assurance reviews and tests. If software development is outsourced, participate in the review of the vendor’s quality assurance procedures for completeness and objectivity;
Responsible for the identification of the knowledge/data warehouse components, including the defining and certifying of the components, deploying, populating, maintaining, documenting, repairing, tuning and enhancement of the data warehouse components;
Responsible for the assessment and identification of process improvement opportunities involving analysis of current processes, re-engineering, improvement or discontinuance of the IT process;
Supervise the definition of the project scope, strategy and project proposal for application projects, including the set-up of a project organization structure, preparation of a detailed project work plan, assigning of resources, and monitoring of project activities;
Assist with the initiating of new or improved major functionality change initiatives;
Manage service initiatives by allocating and scheduling resources to work on service requests;
Participate in preparing a plan for defining the demand for services and resources involving service level agreements, and operational plan budget;

Responsible for the defining of skill requirements, staffing level requirements including defining jobs, positions, roles and responsibilities, training and mentoring of staff;
Responsible for the defining of supplier responsibilities and deliverables, identifying potential suppliers and evaluating suppliers;
Responsible for monitoring I.T. industrial trends, and assisting the user in identifying potential improvement initiatives and opportunities and investigate the value of the opportunity as it relates to I.T.;
Responsible for the creation of a business case or proposal for the potential improvement initiative;
Responsible for receiving new or improvement requests for enhancements to information access capabilities; allocation or scheduling resources to work on the information access request;
Coordinate and facilitate formal workshops and demonstrations with the client community;
Lead small to medium projects based on the companies project methodology; and
Other duties as assigned.
Qualifications:
University degree in Computer Science, Engineering or related technology field with four years’ progressive experience in an Information Technology environment or an equivalent combination of education and experience;
Detail oriented and analytical with strong problem solving;
Experience in business and process modeling methodologies and tools, business case development methodologies, systems design and analysis, and Data Warehouse design;
Sound understanding of IT performance measurement program: overall and specific to business analysis;
Good time management skills including the ability to multi task and prioritize;
Project management and planning skills;
Successful supervisory experience with strong leadership, mentoring and team building skills; and
Strong written, oral and interpersonal communication skills.
Note:
The Business Analyst – Business Applications may periodically be assigned to work on initiatives based in other functional areas within ITS.
