the link is to the live in caregiver program as that is the program that governs live in nannies (whether they are from Canada or outside). If you go to an agency they will be able to guide you better. As TK mentioned they also do the background checks though you could always ask to keep a copy of the police check. We took the agency's word and called up the references that the nanny provided us with to ask those employers about her.
While calculating cost, don't forget to calculate the hidden costs of one option versus the other. If you have no one to stay at home to look after the child when he/she is sick or recovering from an ailment (could go upto a week each time multiply by two for two kids) then you are losing wages/sick days/emergency leave days. Also, a nanny can help you around the house as Tk mentioned, which can be an immense relief if both parents are working.
