Though not entirely clear, it looks like fees will be charged only if you choose to enroll the child in before and after school program. Everywhere it says "reasonable fees," has anyone heard or read in media what the fee would be?

On a related topic, what are somethings parents have considered in school/day care when enrolling a toddler as young as 18 months? Any thoughts would be appreicated.
For those who have their kids in care programs, what things did you observe AFTER your toddler started school that you hadn't thought of before? What cues led you to believe that his was the right or wrong choice. I'm particularly interested in experiences of parents who had to enroll kids as young as 18 months.
